NJPO Taps Clark’s Expertise On COAH and The Highlands Act

Sparta, NJ – Once again, the NJPO (The New Jersey Planning Officials) utilized the expertise of Richard I. Clark, Esq., noted Municipal Law and Zoning and Planning attorney for its “Leadership From The Chair” and “Experienced Members” conference, which drew attendees from three Counties: Morris, Sussex and Bergen.

Clark explained that the course offered Chairmen of the various Boards of Adjustment and Planning understanding of the somewhat ambiguous new COAH (Council on Affordable Housing) rules.

Clark also facilitated further understanding of the Highlands Act, in regard to the Boards next concerns, which included whether transferred development rights make a difference to the new Act.

Clark will again address NJPO members on April 29th concerning subjects affected by rulings and implications for municipalities from both New Jersey and Federal courts in recent months.  Call the NJPO office at 908-412-9592 for information.
