LCR Attorneys Attend 102nd Annual League of Municipalities Conference

Attorneys from the Government Services Practice Group at Laddey, Clark & Ryan attended the 102nd Annual League of Municipalities Conference hosted by the New Jersey State League of Municipalities at the Atlantic City Convention Center on November 14-16. More than 2,000 exhibitors and delegates were invited to attend the three-day conference.

The League of Municipalities has held the conference since its creation in 1915. It is now the largest gathering of municipal officials in the nation. Laddey, Clark & Ryan attorneys along with thousands of state lawmakers, mayors, council members, government officials, businessmen, lobbyists and lawyers, had the opportunity to attend more than 100 sessions that focused on best practices for local government, including shared services, economic development and rebuilding communities.

Ursula H. Leo, Laddey, Clark & Ryan’s Government Services Practice Group Leader and the municipal attorney for the Town of Newton, Stanhope, and Green Township, presented at the conference for the New Jersey Planning Officials. Leo taught a course on “inherently beneficial uses” to planning board and zoning board members, municipal officials and employees, providing an overview of the legislation and insight on what to expect regarding inherently beneficial uses. The course provided information for attendees to help them fairly review applications, and not rubber-stamp projects simply because they involve inherently beneficial uses.

“The League provided a number of timely and informative seminars involving municipal laws, including cyber security issues, topics in local government ethics and ratable base changes in municipalities,” said Angelo J. Bolcato, who is the Practice Leader for Laddey, Clark & Ryan’s Business Law Practice Group and the municipal attorney for Stillwater Township.

Immediate Past President of the NJ State Bar Association and Laddey, Clark & Ryan Partner, Thomas H. Prol stated, “I attended the legal education seminars provided by the NJ Institute of Local Government Attorneys where we discussed the year-in-review for local government law and cutting-edge issues affecting municipalities. It was an invaluable learning experience and a great opportunity to meet my fellow peers in municipal government and share ideas, products, and solutions.” Prol is the municipal attorney for Franklin Boro.

Also joining Laddey, Clark & Ryan’s Government Service Team at the conference was the firm’s Managing Partner, Thomas Ryan, who is the municipal attorney for Sparta Township and Employment and Labor Counsel for Byram and Rockaway Township.
