Can a Police Officer Be Disciplined for Expressing Opinions?

Senior Counsel Fredric M. Knapp authored “Can a Police Officer Be Disciplined for Expressing Opinions?,” which was published in the June 2022 issue of The New Jersey Police Chief Magazine.  In the article, Knapp, former Morris County Prosecutor, offers a clear analysis concerning the recent controversy concerning the exercise of free speech by law enforcement officers.  As he observes, “Although words used by police officers while on duty can clearly be restricted by the employer, the more pressing issue is where or not such restrictions can be imposed for off-duty speech.”
