Leo and Frodella to Speak at New Jersey League of Municipalities Conference

Two Laddey Clark & Ryan attorneys will present programs at the 104th Annual New Jersey State League of Municipalities Conference, entitled “Igniting Local Engagement,” November 19-21 in Atlantic City. Ursula H. Leo, a Partner with the Firm and Practice Leader of its Government Services and Co-Practice Leader of its Employment and Labor Practice Groups, will present “Variances: Proof and Case Law,” in association with the New Jersey Planning Officials. 

Jonathan Frodella, an attorney in the Government Services, Business Law and Commercial Litigation practice groups, will be speaking at the Conference on “Recent OPRA Decisions.”

Ms. Leo is the President of the Sussex County Bar Association and the attorney for the Town of Newton, Green Township, Stanhope Borough, and the Lafayette Township Land Use Board. She represents individuals and developers in their applications before planning and zoning boards and various government entities. She also advises clients on COAH and in related land use litigation. Named as a Super Lawyer since 2010, Ms. Leo was also honored as one of Sussex County’s “20 under 40” and was named a 2014 Leader of the Bar by the New Jersey Law Journal.

Mr. Frodella serves as special counsel to municipalities and other government entities for matters arising under the New Jersey Open Public Records Act (“OPRA”). He defends government entities and officials against OPRA lawsuits brought throughout the State, and he advises on specific requests for records and best practices for structuring internal guidelines and procedures to promote OPRA compliance. Jonathan publishes and presents on OPRA frequently on behalf of government and private associations.
