Thomas Prol, a Past President of the New Jersey State Bar Association, concentrates his legal practice in environmental law, public entity representation, business and consumer litigation, and real property (purchase/sale, tax & assessments, community association, and land use/development) matters. He is a member of the governing body of the American Bar Association, the ABA House of Delegates.

In addition to being the first openly gay president in the state bar association’s 118-year history, Tom is a founding and current executive committee member of Garden State Equality, the leading New Jersey LGBT civil rights organization. During his tenure as state bar president, he spearheaded efforts to ratify the Equal Rights Amendment to the federal Constitution, promoted diversity and inclusion in the legal profession and justice system, and expand access to justice. In addition to advocating for marriage equality in New Jersey in public forums and the courts, he was a vigorous advocate for, and successfully argued the defense of, the New Jersey Criminal Justice Reform Act and the New Jersey Anti-Bullying Act.

In 2018, the state bar association awarded Tom the prestigious Mel Narol Award which “is bestowed on an attorney who has stood out in his or her leadership and advocacy by spearheading inclusion and making strides for women and minority lawyers.”  That same year, The New Jersey Commission of Professionalism in the Law honored him with a  “Professional Lawyer of the Year” award. 

Tom  was elected by his peers as a Fellow of the American Bar Foundation, a distinction held by less than 1% of New Jersey attorneys, and was a six-year trustee of the New Jersey State Bar Foundation. Tom has been repeatedly selected for inclusion on the New Jersey Super Lawyers & Rising Stars list and the national Super Lawyers Business Edition list for environmental law. In 2004, he was named Young Lawyer of the Year, the same year that the New Jersey Lawyer newspaper selected him as one of the “magnificent seven” New Jersey Lawyers of the Year.

Tom has appeared and has authored/co-authored numerous briefs over the past decade before the New Jersey Supreme & Superior Courts, New Jersey Council on Local Mandates and the U.S. Third Circuit Court of Appeals. He is legal counsel to numerous county and municipal governmental entities in Sussex County, NJ, and a frequent lecturer for the New Jersey Institute for Continuing Legal Education.

Tom is an adjunct professor at Seton Hall University School of Law, and previously taught legal writing and appellate advocacy at New York Law School. He also served as Associate General Counsel & Agency Chief Contracting Officer for NYC’s Department of Consumer Affairs, overseeing their business licensing, sidewalk café enforcement and employee discipline portfolios.

Tom worked as an environmental scientist and enforcement officer for the U.S. Environmental Protection Agency for nearly five years, and served two years as a volunteer in the U.S. Peace Corps in Nepal. He has also held externships with the U.S. Attorney’s Office (EDNY), NYC Commission on Human Rights, CNN, and Carter Presidential Center. He previously served as vice chair of the National Lesbian & Gay Law Association and on the board of the LGBT Bar Association of Greater New York.
